John Estrella

National Commissioner

John A. Estrella, PhD, CMC, PMP, is currently an active Company Scouter with 7th Markham. Prior to his appointment as a National Commissioner, he served as the Deputy Contingent Leader at the 23rd World Scout Jamboree (WSJ) in Japan. He attended the 22nd WSJ in Sweden and national jamborees in Canada, USA and Philippines; served as a member of the Board of Governors, contact Scouter for all sections, Group Commissioner, and Deputy Area Commissioner (Honours & Awards); completed Wood Badge I for all five sections, Group Committee, and Service Team; WB II for Troop and Company; and taught WB courses.
For his especially distinguished service to Scouting, he was awarded the Silver Acorn in 2015. In 2012, he received the Queen Elizabeth II Diamond Jubilee Medal. As a youth, he earned the Eagle Scout Award and the Scout Citizen Award, and got inducted into the Order of the Arrow. He later joined NESA as a Life Member. His wife and three children are all active in Scouting.
Professionally, John worked on various consulting engagements for some of the world’s most respected organizations in Asia, North America and Europe. In addition to his management consulting career, he authored six books and several courses for audiences in Canada, U.S., U.K., France, Sweden, Japan, India and other countries. His BSc (Dean’s List) and MSc (Teaching Fellow & Scholar; 4.0 GPA) degrees are in Computer Science. The Project Management Institute (PMI) Educational Foundation awarded him a scholarship for his PhD in Organization and Management (4.0 GPA).

Andrew Price 

Executive Commissioner and CEO

Andrew Price was appointed Executive Commissioner and CEO of Scouts Canada in April of 2014.  Andrew donned a blue and brown hat at age 5 and hasn’t looked back since. His educational pursuits have given him the opportunity to expand his Scouting horizons to include New Zealand, Spain, and Scotland. Andrew served as a Deputy Area Commissioner in Ontario, a Deputy Council Commissioner in BC, and an Area Commissioner in Alberta prior to joining the National Leadership Team as the Deputy National Commissioner for Volunteer Services in 2010.  In November of 2012, Andrew was named Chief Commissioner and Chair of the Board of Governors, a position he held until assuming his current role.  Andrew is passionate about growing Scouting and ensuring more young Canadians benefit from great, safe Scouting adventures.  Prior to joining the Scouts Canada staff, Andrew spent ten years working at Imperial Oil where he held varying roles in Marketing, Refining, and Corporate departments.  Andrew is married to Brenda, a passionate Scouter, and they enjoy many outdoor adventures together accompanied by their Irish Setter Kayleigh.

Valarie Dillon

Executive Director - Human Resources and Volunteer Services
Valarie Dillon joined Scouts Canada in December 2010 as our Executive Director of Human Resources and Volunteer Services.  In this position, she supports both staff and volunteers, and oversees our Volunteer Support Strategy.  A seasoned human resources leader with over 20 years of experience, Valarie brings a specialization in talent development, enterprise performance and change management. She works collaboratively with Scout Canada’s staff and volunteer leadership to ensure that we have the talent we need now and in the future. In addition, she is concentrating on ensuring that the organizational design and performance management of employees and volunteers supports the Scouts Canada vision and strategic goals.

Dan Fay

Deputy National Commissioner - Communications
Daniel Fay spends Monday nights as a Cub Scouter with his son/Cub Zachary with 1st Clayton Park in Halifax, Nova Scotia. Dan was involved with the Scouting movement as a cub himself in 1967 in Oromocto, New Brunswick, and with his sons as a Scouter  in Ottawa, Phoenix, and currently in Halifax.
Dan was appointed Deputy National Commissioner - Communications in Feb 2013, and to the National Leadership Team in November 2014.
Dan conducts Leadership training internationally through his own organization, and is excited to apply this experience to support Scouts Canada move towards a true Youth Led Scouting approach.

Laura Jarvis

Deputy National Commissioner - Volunteer Services
Laura Jarvis saw the fun her sons and husband were having as Beaver Scouts at the 132nd Toronto Scouts so volunteered to be the Group Secretary. She joined the Troop leadership team after an amazing experience at CJ’97 and has enjoyed seventeen years as a section leader as well as a trainer, Area Commissioner, Deputy Council Commissioner and Deputy National Commissioner-Council Support. She loves that scouting reintroduced to her to the wonders of the outdoor world and camping. She believes strongly in the value and impact of volunteering and can’t think of a better place to volunteer than with Scouts Canada. 
Laura is a civil servant with the Ontario Public Service where she has spent the majority of her career in the Sport, Recreation and Culture portfolios. She is currently Senior Program Advisor for the 2015 Pan/Parapan American Games.

Ian Mitchell

Executive Director – Field Services
Ian was both a Cub and Scout with the 1st Timberlea Group just outside Halifax. He was an Assistant Venturer Advisor for 1st Glen Margaret Venturers, Nova Scotia as well. He received a Teaching Degree from Dalhousie University in 1981. He began Scouting career as Field Executive in Nova Scotia (1985-1990), then continued on to be Executive Director for Northern Region, British Columbia (1990-1995) and then Director of Program – Scouts, Venturers and Rovers, at the National Office (1995-present). He is currently the Executive Director of Field Services. He lives in Ottawa with his wife Elva and they have two sons, Mark and Martin, and a daughter, Jocelyn.

Dean Post

Deputy National Commissioner - Program
In his role as Deputy National Commissioner, Dean works to ensure that Scouts and Scouters experience great, safe Scouting adventures by overseeing all aspects of program, including National events and activities, STEM, and outdoor programming.  
Dean has served in multiple roles throughout his Scouting career: a participant at four national/regional Jamborees; a member of the program staff for Adventure 2014; a Patrol Leader and member of the Canadian contingent for World Scout Jamboree 2011.  
As a Scouter running an activity, outdoor-based Scout program, Dean has considerable experience with outdoor programming in all seasons and is committed to growing outdoor adventures for Scouting youth. With a strong background in the sciences and as a teacher, Dean also works to  support the integration of STEM into all Section’s programs.
