At Scouts Canada…No one is left behind.

For over 100 years, Scouts Canada has been dedicated to preparing youth for success in the world, relying on outdoor-focused, educational programs. We believe that the path to wholesome development and healthy community engagement starts with Scouts, and that every young person in Canada deserves the opportunity to participate in our high quality programming, despite the financial challenges they may face.

With our No One Left Behind program, Scouts Canada ensures that all youth are given access to the Scouting life and a chance to build a positive future for themselves and the world.

In 2007, Scouts Canada announced the No One Left Behind program in an effort to ensure that every youth is provided with the opportunity to experience new adventures with a local Scouts Canada program. Through No One Left Behind, membership fees and related costs are subsidized for youth from families facing economic barriers. This program provides an affordable opportunity for young people from low-income families to develop life skills, a healthy attitude towards the outdoors, build positive self-esteem and engage in community service — all elements which are proven to have a significant impact in adulthood.

No One Left Behind has grown considerably since its birth. Over the past seven years, we have been able to provide nearly 16,000 youth with the chance to participate in Scouts Canada programming by alleviating financial obstacles preventing participation. Since the program was expanded in 2011, No One Left Behind has included the funding of after school programs, uniforms, outdoor equipment and camps. Through No One Left Behind, we are offering a true opportunity for all youth to belong to a group and engage in the full range of Scouting activities.

Every young person deserves to experience the world of adventure, friendship and self-development that Scouting offers. With your support for No One Left Behind, we can prepare even more youth – both male and female – across the country for future success.

Submit Your Request for NOLB

No One Left Behind was established in 2007 to ensure that no child is denied a Scouting experience due to financial hardship. A basic financial needs test will be applied, with need determined based on information disclosed by Scouting families under an honour system.

After submitting your request you will be asked to advise on your household income and family size. This information will be factored into a financial needs test. The needs test will apply Statistics Canada’s Low Income Cut-Off (LICO) metric that is updated annually.

LICO is used by many service providers and levels of government to determine recreational subsidies. LICO calculates financial need based upon a family’s size (number of family members) and household income.

An exception process will be established and managed by No One Left Behind Service Centres to ensure that youth are not denied a Scouting experience should unique circumstances exist.

All applications are confidential and only the No One Left Behind Service Centre is aware of the name and personal situation of all applicants. Funding provided is relative to this application only and does not a guarantee future funding. Please re-apply annually.

No One Left Behind Participation subsidies are provided to offset the cost to youth and their families of participating in Scouting activities. Examples include the cost of purchasing uniforms, program materials, outdoor equipment and camp fees.

This program aids us in alleviating economic barriers to participation and offers a truly unique opportunity for all children to belong. Although Scouting is considered affordable by many, not all families have the disposable income to enrol their kids in meaningful extracurricular activities. Support for youth includes: funding for standard weekly programs, providing uniforms, and subsidies for activities and outings such as camping excursions.

During the 2016-17 Scouting year, Scouts Canada provided $509,280 in No One Left Behind funding to offer Scouting youth access to our program benefits. We hope to continue to provide youth with an exciting escape from their everyday anxieties, which in many cases, stem from living in disadvantaged circumstances.

Relying on the generous support of our donors, Scouts Canada ensures that any child who wishes to participate in Scouting will not be left behind. Consider giving the gift of Scouting to a child by donating to No One Left Behind.
