Welcome to Scouts Canada’s Enhanced Bylaw, Policies and Procedures
Over the past few years, our members have indicated that they find it difficult to locate the Policies and Procedures they need to access in order to deliver great, safe Scouting adventures.
In order to make Scouts Canada’s Policies and Procedures more accessible, we reached out to Scouters across Canada and over 1,700 of them participated in online surveys and conference calls. They provided input on each individual Policy and Procedure, and this guidance from Scouters is directly reflected in our enhanced Policies and Procedures.
From a user perspective, the new format will have some important advantages: Plain, simple language that quickly gets to the important points of each Policy and Procedure, and a centralized location for all Policies and Procedures with quick, easy access to the all of the resources needed to comply with them
The enhanced Policies and Procedures include three interrelated parts — Policies, Procedures and Standards:
- Policies explain why we do something, as established by Scouts Canada’s Board of Governors;
- Procedures explain how to do something. The steps are clearly defined for Scouters and Staff;
- Standards explain the specific requirements that must be met before we do something.

You will also find links to Qs and As in the Resources section of most Procedures. If you do not find the information you seek, please submit your question to the Help Centre. You will receive and answer and we will update the Frequently Asked Questions as well.
Please note that Bylaw, Policies and Procedures are published in English, but if you submit your question to the Help Centre in French, you will receive a response in French.
