Reporting to Executive Director, Culture and Enabling Services. The Director, People and Culture is a strategic and operational leader at Scouts Canada, responsible for overseeing all aspects of human resource management, including recruitment, retention, payroll, benefits, and training. A significant part of the role also involves spearheading "Pillar 3" of the organization’s strategic plan, focusing on diversity, equity and inclusion (DEI) within the organization at all stakeholder levels (staff, volunteers, and youth). The Director will ensure that Scouts Canada's culture and operational practices not only support the organization’s strategic goals but also reflect Scouts Canada's commitment to equity, inclusion, and a respectful work environment.

The Director possesses a high degree of empathy and emotional intelligence and demonstrates a leadership style that emphasizes the professional growth and mental well-being of colleagues and members. The Director can apply complex ethical reasoning to organizational problems in a manner that provides practical solutions which are aligned with the mission and values of Scouts Canada.

This role is remote, and the candidate can be located anywhere in Canada.

 

Duties & Responsibilities:

  • Develop and execute comprehensive human resources strategies that align with Scouts Canada’s overall mission and strategic objectives, with particular attention to employee engagement, diversity, and inclusion.
  • Lead and mentor the People & Culture team, fostering a collaborative environment that encourages growth, effective teamwork, and a strong commitment to best practices and continuous improvement.
  • Oversee the development and implementation of recruitment, training, and retention strategies to build a diverse and effective workforce.
  • Oversee the administration of comprehensive benefits programs and ensure competitive compensation plans.
  • Partner with senior leadership to cultivate an organizational culture that reflects Scouts Canada's core values, enhancing member and employee engagement and satisfaction.
  • Manage and resolve complex employee relations issues, conducting effective, thorough, and objective investigations when necessary.
  • Develop and monitor overall HR strategies, systems, tactics, and procedures across the organization.
  • Nurture a positive working environment by maintaining high levels of employee relations.
  • Champion Scouts Canada's commitment to diversity, equity, and inclusion, ensuring it permeates all aspects of organizational culture.
  • Ensure compliance with federal, provincial, and local legislation pertaining to all personnel matters.
  • Communicate with the Executive Leadership Team and other stakeholders about key human resources activities and achievements.
  • Lead special projects and initiatives as directed by the Executive Director, Culture and Enabling Services.

 

Competencies Required:

  • Bachelor’s degree (or approximate equivalent) in Human Resources, Business Administration, or a related field. This qualification requirement can also be met through a combination of formal and informal education as well as demonstrated experience in applying complex academic concepts to practical business problems.
  • At least 10 years of progressive leadership experience in Human Resources, with proven experience in managing diverse teams and leading DEI initiatives. At least 3-5 years in a comparable position, preferably in a nonprofit environment.
  • Expert knowledge in DEI practices, employment law, compensation, organizational planning, organization development, employee relations, safety, and training.
  • Professional certifications: One of Certified Human Resources Leader (CHRL) or Chartered Practitioner in Human Resources (CPHR) designation is a firm requirement for this role.
  • Strong preference will be given to candidates who can work in both English and French.
  • Change Leadership: The ability to influence and energize stakeholders across various organizational levels to embrace change initiatives. Involves articulating a clear vision of the future state, motivating others to adapt to new realities, and managing the transition with empathy and resilience
  • Strategic Influence: The ability to effectively convince others to understand, commit to, and act on long-term strategic goals. Combines deep understanding of the organization's vision and culture with the skills to communicate persuasively to diverse audiences.

 

Working Conditions:

  • PRC (Police Record Check) and VSS (Vulnerable Sector Check) are required before the start date
  • Mandatory training requirement
  • Remote working environment with standard working hours
  • Occasional travel and weekend work may be required for training, conferences, and event
  • Regular working hours, evenings and weekend work often required

Salary depends on skills and experience. The salary range for this position is $90,593.59 - $122,568.25 per annum.
