Scouts Canada is seeking a Human Resources Business Partner (HRBP) to join our National Office in Ottawa. Reporting to the Executive Director, Business Services, the Human Resources Business Partner (HRBP) is the relationship manager representing HR to internal clients, determining the needs and presenting solutions to these clients while delivering on the HR strategy.  The HRBP assists in providing a wide range of HR advice and guidance to their client group through the execution of initiatives such as performance management, employee engagement and talent management.

The HRBP will facilitate an employee-oriented, high performance culture that emphasizes the values of Scouts Canada and facilitates the achievement of the business plan and high levels of employee engagement. The HRBP provides operational support in the Talent Management life cycle, specifically recruitment, orientation, employee relations, performance management, training and development, and compensation including the administration of HR policies, procedures and programs. 

Each HRBP will assume HR Team leadership on a 6-month rotational basis.

Specifically, you will be responsible for:

HR Strategy

  • In partnership with other team members, in alignment with internal client and organizational business needs, identify business objectives and budget for business plan.
  • Contribute to and support the delivery of the HR Strategy in line with business objectives.
  • Support the development and continuous improvement of HR systems and policies in line with best practice.
  • Guide and coach managers on employee relations and HR issues in line with Company policies and best practice, including disciplinary, performance and redundancy.
  • Develops close working relationships with client groups by demonstrating a solid understanding of the drivers and needs of the departments.

Recruitment & Onboarding

  • Working in partnership with hiring managers, facilitates and supports the end-to-end recruitment activities with a strong focus on people, processes and continuous improvement.  Follows up with new hire at 30 days to check-in and ensure engagement is on track.  Supports effective onboarding with hiring managers.  Uses new hire data to determine efficiency of program and recommends and implements enhancements.

Talent Management

  • Supports managers using the competency framework and performance management for needs analysis, and professional development of employees.  May develop, implement and leverage professional development opportunities for staff. 

Employee Relations

  • Acting as a trusted advisor to managers, interprets policies and practices and provides guidance to enable management to meet both business objectives and employee needs.  Looks for creative solutions for issue resolution while ensuring organizational policies and procedures and prevailing legislation is met. 

In addition to providing solutions to internal client needs, each HRBP will be responsible for one or more of the following program areas.

  • Performance Management: Manages the performance management program and processes including supporting technology if applicable.  Develops tools as required to facilitate effective performance management for both managers and employees. 
  • Compensation: Working with HR team, manages annual salary reviews including spreadsheets for approval.
  • Engagement: Responsible for monthly pulse surveys, accuracy and timeliness and for annual engagement survey including ensuring data integrity, reporting results and action plans.
  • Reporting: Compiles and analyzes HR metrics and report and identify trends and provide recommendations. Develops reporting on training for career pathing, succession planning and subsequent training programs. Working with HR team, ensures data integrity for engagement survey.
  • Projects: Researches, develops plan and implements policies, programs or training in order to meet legislative requirements or emerging business needs.  May develop and implement initiatives supporting employee engagement such as the recognition program.

Support other HRBPs as required with other projects and operational requirements.

Education, Experience & Skills

  • Post-secondary education in Human Resources Management, Business or Organization Development or equivalent
  • 5-6 years’ progressive experience across several HR disciplines, specifically professional development and talent management
  • CHRP or a professional designation would be considered an asset
  • Bilingualism is considered an asset.

Working Conditions

  • Works in office environment
  • Some work is extremely deadline driven
  • Occasional travel
  • Must remain discrete and maintain high levels of confidentiality
  • Must role model values of Scouts Canada including the Child and Youth Safety program.
  • PRC (Police Record Check) and VSS (Vulnerable Sector Check) required
  • Mandatory training requirement
