Groups should be committed to ensuring that every child has an opportunity to participate in Scouting. This means ensuring that each year we help more youth experience great, safe Scouting adventures than the year before. To achieve this goal, Sections and Groups must regularly engage in recruitment activities and keep a close eye on youth attendance and year-over-year retention. In practical terms, adding one youth to each of our Sections across the country each year would help us welcome over 6,000 more young people to Scouting.
