Phase 2: Research & Discovery

Purpose: Find out what is currently working, what is not, and what the public thinks, to help us decide what we want to achieve.

What we’ll do: Ask adult volunteers what they want to know more about, and commission internal and external research to try and answer those questions. 

  • Complete our survey asking adult volunteers what they want to understand better before agreeing a new plan (CLOSED)
  • Organize a local consultation event (COMING SOON)

Adult volunteers were asked what information they would want to be able to co-design our next strategic plan. 330 submissions generated 930 research questions which focused on:

  • Internal: Volunteer Support, The Program, Organizational Structure & Operations, Properties, Digital & Technology, Our People - Youth & Volunteers, Review of the 2021 Strategic Plan.
  • External: Expectations of Young People & Families, Value of Traditions, Volunteerism, External Trends & the Environment, Digital & Technology, Diversity, Equity, Inclusion & Accessibility.

Based on inputs from members, the following focus areas, research objectives and key questions will define the scope of the research that will be undertaken to inform the strategic plan.

  • Organization: To evaluate our current organization: our Mission & Vision, structure & governance, operations, finances and key performance measures.
  • Program: To evaluate the effectiveness, relevance, and impact of The Canadian Path to ensure it meets the needs of members and potential members.
  • People: To understand the expectations, demographics, satisfaction and engagement levels of young people, volunteers, and staff. To expose how we can improve the way we support and recognize our people.
  • Customers & partners: To gain a better understanding of what the public thinks about us. To gather insights into the expectations of young people and parents outside of Scouting. To expose information on our current partnerships.
  • Other organizations: To understand what other organizations are doing successfully and how they are tackling similar challenges. Specifically in the areas of youth programming & development, volunteerism, digital, the environment & social action.
  • External climate & context: Examine the external environment to anticipate challenges and opportunities for Scouts Canada. Specifically in PESTEL categories: Political, economic, social, technological, environmental & legal.
  • 2021 strategic plan review: Evaluate progress and collect learnings from the implementation of the 2021 Strategic Plan.
